Step 1:
Download Kon-Boot from official site and Extract it using WinRaR
or
post your email id in Comment Box, I will Provide You the software
Step 2:
Connect the USB and Format it.
Step 3:
Open Kon-Boot Folder then open kon-bootUSB folder.

run konboot_usb.exe as an admin and type Y in cmd.

Step 5;
open USBFILES folder and copy all the three file and paste it in USB.
Step 6:
Now Boot Your PC From Kon-Boot Bootable USB.
Step 7:
Now Simply Press Enter in Logon Screen.
Step 8:
Run CMD as an admin. and type the command in CMD
""net user username newpassword""
where username=your PC current username
newpassword=your new password
